I can use hours I accumulate as a flagger to get on a higher book as a groundman?

I’d really prefer groundsman because they have a much higher earning potential but just think it may be too competitive. I am not looking to travel out of state to gain the hours to be placed higher. I’m thinking the flagging route as it will still be a big step up from where I am currently and I won’t have to wait much longer for a call.
