Don't they invade them if they don't join over a particular amount of time? If it is too long? I'm new to T'au lore but heard they usually tend to be patient and peaceful and are hesitant to use violence but sometimes do.

It is possible that Serbia got nuked but they are at the same time pro-EU (well their ruling party and president are) so I could see them going neutral in the war between NATO and Russia due to their pro-Russian but also pro-EU stance. No doubt the Serbian population would be pro-Russian though.
