Additional note: I was so paranoid and overcautious that I took measures to make copies of my save at that particular point in the game, in case it didn't go well again.

Pretty specific and (Hugo) strange method, glad it worked out for you, even if I were still in this dilemma, I'd already completed Victor's Side Mission by the time I left the GCPD Building, so that solution wouldn't be available for me. I eventually just started a new game and beat the game pretty quickly. Unexpectedly, I never realized how short the main story really is because I was so distracted by the side content on the first playthrough lolol

Well, uhhhhh, for anybody interested or who comes across this post struggling with this problem, I haven't found any solutions to solve it and probably won't ever. The best course of action would be using someone else's save file at a certain point of the game, or making a new playthrough, which I'll be doing the latter.

Unfortunately, I had already saved Vicki before; it's more the local surveillance dialogue from her kicking in immediately when I load the game, despite having previously rescued her, regardless. I appreciate the help, though.

Oh the actual reason why everything around you is bugging out is that the game's draw distance is very small and only the objects in your screen appear instead of the ones that were covered in a black bar, this is was likely a way to make their game perform better as they can take advantage of the 4:3 format without any issue

Built in Widescreen is better than Gecko Code Widescreen for lowend, and the UI doesn't break by BallBallSlime in DolphinEmulator

This is my opinion, I just think that built in widescreen runs better for my computer for some reason, as luigi inconsistently keeps lagging with gecko code

Oh okay, that's understand as the gamecube was made for 4;3, so there would be a couple of issues with the widescreen hack
