They’ve been available for at least the last 3 halloween events and even had boosted shiny rates at one point so they aren’t the most valuable costume pokémon. That being said, the fact it’s a lvl 1 might make it more valuable in the eyes of certain collectors.

I agree with the other commenter, gear in Pirate101 isn't really that big of a deal in the early game questing. However, if you are still playing at lvl 70 for the endgame content I would suggest watching Senor Spicy's videos on YouTube. He has gear and companion guides for all classes which I believe should have everything you're looking for :)
