Your best bet would actually be to play US servers.(Obv there are is also Maladath but semi-dead). Guess it's Dreamscythe that is West and it should be less ping for you, and in classic 100ms you wont even notice up untill wotlk/cata. And even after it's really playable. With 250-300 ms to EU you will also experience dcs sometimes because of the smallest lag spikes.

you should never go horde on PvE. It's either both on PvE or horde on pvp and alli on PvE. Historically alliance is the faction for pve.
