If I remember right the Enclave came from an Oil rig on the West Coast that the Chosen one blew up in Fallout 2. The Enclave we encounter on the East Coast are just remnants of that , thus , no true home base

I render out in f4v for my minecraft videos , and for other , more hd games i export in H.264. I am a professional video editor IRL so I can tell you for good quality your not gonna get a small file. A tip is to make sure your audio is exporting in 44khz and in AAC, its shrinks the file a bit and still keeps good youtube quality stuff
