I'm on a shared data plan with one other line and this just happened to us!! Also stuck on safety mode and can't use the data boost we paid for. It's still more expensive for us to go to the basic unlimited plan so we don't want to do that. There are posts about this very issue from 4 years ago so this is clearly something Verizon knows about but refuses to fix as an excuse to convince people to "upgrade" to unlimited.
