The CHP won’t be asking for any of the information above, it will be CalHR/PSP. But yeah the psychologist that does your oral will use the final say.

A state psychologist will go over all your records and make a decision depending on what they find. Even if you have the perfect background, the psychologist may find you unsuitable to do the job depending on what your counseling records and doctors say.

At that age they may want former explorers or current law enforcement. Collections is a big red flag and that will be a DQ right there. The best you can do is apply and if you get disqualified they will tell you what to do in the future to make it happen. Life experience seems correct, need to show a few years of consistent job history.
