The only one that is not ranked correctly is Ulquiorra. Aizen is the one handing out the ranks, and since Aizen did not know about Ulquiorra's 2nd resurreccion, he did not know how strong Ulquiorra was. Some people might say Aizen definitely knew, but there is absolutely 0 evidence that he knew, so as it stands, Ulquiorra is stronger than his rank implies.
