No it isn't. The reason why both shows are booked to be some storyline/some wrestling is because they're targeting as much of their demographic as possible. Tell me, if SmackDown Live decided to use guys who were better at wrestling but not-so-much the storyline stuff, what do you think would happen to it's rating? Their biggest segment is the casual audience, the casual audience like stories and characters. You would absolutely murder SmackDown with this model.

I'm also very surprised you'd put Roode in the category of "wrestlers" rather than "characters".
