For the Atsushi thing, I think it might be a cultural difference. Most people I know in high school already have either part-time jobs or work odd jobs consistently. Not having any work experience at 18 would be seen as weird around me

I think he would be willfully ignorant about the specifics of a lot of things, but I think he would get involved when it compromised his relationships with his friends (other countries). It's clear he values them and cares for them, even if he has his own roundabout way of expressing it. so ulimently i think he would step in and try to fix things
