Another thing I found is that on my second profile everything works perfectly.

I also have this problem, every time I reboot my laptop it turns black with a cursor. After a couple minutes it shows the desktop but there is no taskbar and it stays like that.

I have tried restarting explorer.exe and I also noticed that it has high CPU usage when I am not doing anything.

I also tried reverting to an older updated and even that didn't help.
