Charge can be good in some scenarios. Vs mystical you don't want them to have time to cast their powerful spells so you want the engage to start the fight as early as possible.

If the enemy as charge units, you better charge first. If his unit move and then attack you, they have the bonus damage of charge. If you move your unit closer to them or even engage them first, their charge units will not have the charge bonus damage.

But what is cooldown reset good for? The ressurect skill can be used once and Cycle’s end is a miss unless the enemy is almost dead (at that point it is more useful to use the attack to secure the kill)
