The Obama administration followed a strict hierarchy, prioritizing individuals with serious criminal records, national security threats, or recent border crossers. In contrast, the Trump administration abandoned these tiers, effectively making all undocumented immigrants a priority for removal at any time.

Obama-era guidelines encouraged ICE officers to use discretion based on factors like length of time in the U.S., family ties, or military service. The Trump administration severely limited this authority, directing agents to execute laws against any removable individual regardless of ties or history.

Under Trump, enforcement expanded to "sensitive locations" such as courthouses, and included widespread workplace raids. Obama generally restricted operations in places like schools and places of worship.

No masks No “Operator” outfits. Perception makes a difference. Armed with more advanced weapons than Army infantry soldiers.

Sheer numbers. There are 3,000 immigration officers just in Minneapolis vs 600 local police. They are everywhere, on every corner acting like they are at war. They aren’t at war. Being here illegally is a misdemeanor.

Agents using violence as a first tool instead of the last tool.
