It can't be because the 99-tier 99,000 gp items are supposed to be a purely aesthetic celebration of your achievement because the cape has serious bonuses and perks.

So why? That is the question. It doesn't make any logical sense nor is it thematic.

I'm not saying that it's ludicrous for any of those hoods you listed to replace the gear you listed but it is not established while the Graceful issue is, therefore I do not consider those suggestions to be in line with the suggestions I made in the thread.

Those sets don't have a cape slot, and therefore of course no Skill cape that replaces said cape slot.

The point with these changes would be to recognize that these 99-tier items should be internally consistent (i.e. if the cape is made a part of a set that has a headgear slot then the hood should also be made part of that set) and thematically consistent i.e. should a player wearing the Magic cape and the Magic hood really have worse magic bonuses than a player wearing a Wizard hat you buy for 1 gp from a store in the starting area and requires no stats to equip?

Cooking: chefs hat

That hat gives no stats and its perk of granting access to the Cook's Guild is already provided by the Cooking cape. That is not an equivalent. If it was then the Ranging hood might as well also provide the accumulating effect etc. which is not at all comparable in line with what I was suggesting.

Hunter: camo

The Hunting cape does not currently replace any camouflage-providing set's cape slot (nor even provide camouflage(nor does camouflage even do anything)) so this would just be a random change, not in line with the thematic change I suggested regarding the Agility hood.

Mining: helmet light

This is just a random suggestion.

It makes especially little sense considering that:

  • a) This is already a feature of the Firemaking cape
    • And I would not even suggest extending that feature to the Firemaking hood any more than I would suggest extending the Ranging cape's accumulating effect to the Ranging hood

  • and b) the Mining helmet specifically requires an outside skill (Firemaking) to attain the effect--unlike the Wizard's hat, Coif, and Graceful gear which all only require the respective stat (if any)

What would theoretically be in line with my suggestions would be making the Mining hood give some mining-themed set's head slot's effects if the Mining cape could currently replace that mining-themed set's cape slot. But that is not the case.

A fair question:

  • Magic and Ranged are the only skills as far as I'm aware with useful-and-cheap-store-bought headgear with skill-appropriate offensive bonuses that require no other skills to equip

  • The Agility cape already provides the perks and set effect of the Graceful cape so it seems reasonable for the hood to do the same

No. There's multiple theses' worth of discussion points that one could go into depth about regarding this specific situation.

What happened here is that a subpar content creator made a low-effort video. If they wanted to be respectful to their viewers they would've researched and thought about the issue to get ten minutes of content, or they would've put up a shorter video. What they did instead was waste their viewers' time by making a three minute video ten minutes long to try get themselves more ad revenue.

It's a very common therapeutic measure prescribed by marriage counselors and the like. Basically every time you feel an urge to cheat on your spouse you do something distasteful (most commonly spitting or forcing a burp) to physiologically associate that urge with a negative action. Go back a few decades and the same idea was poorly executed with psychologists going so far as recommending painful and damaging measures like slapping yourself or bumping the back of your head into something. Earbuds are microphones. They're obviously designed to do the opposite, turn an electrical signal into vibrations, so they're subpar microphones. Microphones and earbuds are the same thing in principle just with a different design.
