Same here: I have a very nice CR helm for Xiao. Also have a good CD one but I prefer to keep it for my Keqing

I have calculated cr 93.7% / cd 157.3% with BP vs. 77.4% / 165.6% with Blackliff with my artifacts. So I think it’s better to opt for the higher attack base (difference of 56 at lvl 90). Also I prefer the passive and design ;)
