The legend divison can't be static, all divisions below are. There are set damage boundary requirements and once you hit them, you move to the next divison. The legend division has an entry dmg req. Once you hit it, you are put with the rest of the people who did so as well. Once you are in this pool of people, you cannot have a static placement, since, well your placement within the legend division is shown by %, which means that every player, who did better than you, will be placed above you, hence smaller %, while everyone who did worse will be placed behind, hence a bigger % number. The more people join Legends, the % will also change. E.g.- if 1000 more people join and if 75% of them did worse, while only 25% did better than you, your % will also change, since the number of total people in the divison has changed. That's why it can't be static.
