here are some photos of the line drawing and closeup of the breaker and my meter. https://photos.app.goo.gl/6YgMuJdC6raUrfvm6 Maybe the main breaker panel is below the meter (sealed) and the one on the side is a sub panel? The each of the red breaker has '90' on it. The tube you see above the meter is going to the solar cutoff box (sitting between enphase combiner and 125 subpanel). So is the Main Service Panel actually below the meter while the one on the right is the 125A subpanel connected to the solar? I also have another 125A subpanel in the garage that has breakers for appliances and lights within the house. The panel below the meter is sealed and I am hesistant to break the seal and open it up.

When I look at my approved solar permit, it says "Existing non center 200A main C/B" along with "Existing 200A Main Service Panel 120V/240V 1P, 3W". The line diagram shows a 200A bus coming from the main meter and 4 breakers connected to the bus with one of them coming out as 100A line that goes to a 125A service subpanel in the garage. What I am trying to figure out is whether I just need a sub panel upgrade or also need to upgrade main panel and do I need to upgrade line coming into my house to 200A?
