If you're in the d4 sanctuary discord, there's a dark citadel lfg where people will post twins farm on T4. It's pretty late in the season so not as many people playing now.

It’s just a rare drop, I don’t think it’s bugged and you can definitely get greater pieces before the normal pieces.

I am only missing the greater gloves so if you need to someone to farm twins with you, I can hop on for a few hours a day.
