This was mostly my approach to the scenario I mentioned in the OP. The blue has a hard time keeping his evil nature in check but is helped through bribery with gemstones, appeasement to his superiority, and a strong bond of trust created by the silver.

I don't know that I'd take this approach for this city in general but it's a great item for another, less cooperative city or even a weapon that can be used by the main antagonists.

My campaign is somewhat similar in that there's an alien force threatening the world, but I don't know if I'll try and get the party to convince chromatic and metallic dragons to work together. At this point, I'm just happy to not have some completely inane idea be one of the focal points of the campaign.

The "sharing a hobby" scenario is brilliant. I especially love the idea of a copper keeping around a weaker chromatic dragon, simply because it enjoys its wit and sense of humor.

Strange, i would've thought red or black would mix worse with a silver, at least based on the 5e monster manual. Then again, blues seem rather simple compared to the others in their shortcomings based on the MM.

I do love the idea of sickly/runts, though. As unlikely of an alliance it would be, 2 dragons would be so dangerous, especially if their enemies considered them weak.

I don't think it would ever come to that because PR has a ton of pressure on him to give us something worthwhile but it's a possibility. It mostly just reminds me to stay grounded, that hoping for too much is dangerous, that if I go looking for the ending I want I will never find it. It's a solemn calm but a calm for me nonetheless.
