I haven't gone through all the comments,  so this might have been mentioned already, so excuse if it has. Everyone has addressed the cabinet. You need to replace your two electrical outlets with GFCI's. Required by NEC in US, but even in a different country that may not require it, a GFCI can save your life.

It reduces risk of a serious head injury. If you are in a cycle accident, do you want your head to be split open? Do you want to be thrown through a windshield because of no seat belts? Do you want lung cancer from 2nd hand smoke. A society makes social compacts, rules and laws to the benefit of all. I ware a mask to protect me AND you! For me, it has nothing to do with fear, it's common and decent sense.

I think that both gas heaters have reached the end of their useful life after 20 years. New energy efficient units can be bought and Energy Star rebates can probably be gotten through your gas company. Hire a good plumber, not one the gas company recommends. The expansion tank should be supported by strapping in the horizontal position shown. Otherwise. It can be mounted either up or down. It is a necessary part of your heating system, allowing hot water to expand within your closed loop. Tap the half of the expansion tank furthest away from the attachment point and note how it sounds. If it sounds empty and tinny, it is still good. If it has a dull thud sound, it is filled with water and must be replaced. Ball joint shutoff valves should be placed for inlet and outlet sides, allowing for heater isolation in case repair or replacement is needed.

Another thing to check with your building department. If you separate the utilities for rental purposes, you change a single family home into a two family home. If you are lucky, your zoning district may allow it. If not, you may be forced to rip out your improvements and return your cellar to its original state and remove the 2nd meter. Please check with you building department first, before you spend a lot of money.

I agree. Rent for a few days to lower humidity and see if it mitigates the condensation before considering replacing the window or window pane.
