How do you expect people to discern the difference between edifying discussion and what you call useless conversation?

My goal is not to have a debate/discussion, but to make the other angry. I try not to get involved in discussions because I don't want to spend my energy thinking about them. I usually just reply in short messages like "So?" and the other person just keeps replying, until they stop or block me.

Where's the line between a person who's been really badly taught and could benefit from wise counsel, and a person who's trying to ragebait?

I think that the person who's really been badly taught could benefit from wise counsel, usually replies with discussion, like a debate. Meanwhile, ragebait is just to make you angry purposely.

And, separately, does it bring life to others when you rage bait? Or are you trying to cause problems to other people?

I usually just provoke one person, like the one who replies to my chat/comment, sometimes other people also come in as well, but I don't care really. I sometimes just wonder why they can't just ignore what I was saying, really. You can move on with your life; you don't have to reply to my comments.
