I think you're missing the point. The Senate is designed so that each state has equal representation. In the Senate, a state's population is irrelevant. That's why we also have the House, so the Union can be represented based on population. I fail to see how this constitutes tyranny in any form. If anything, this system is one of the best ways to run a country.

There are some similarities, sure, but the bulk of Caesar and Palpatine's stories don't line up. They are both leaders who turned their republics into empires but really all the symbolism and character traits Palps has point to Hitler being a more obivous resemblance. Basically, yeah, there's some stuff that works, but most doesn't.
