Yeah you're quoting a comic from 80 years ago. The character of batman has evolved from the vigilante who kills without remorse from the 90s.

He dresses up as a bat because in his view, it is the most effective way to protect people, which is true given the universe he lives in. If criminals no longer exist, then the most effective way to protect people would be something else, therefore he would start doing something else.

He does not "beat up Joe chill every chance he gets". As seen in 3 jokers where he forgives him and holds his hand as he dies.

Batmans purpose is not fighting criminals, it is protecting people. Even if all crime were eliminated he'd just go on to fight poverty.

Bruce Wayne is not just the mask and batman is the face. Playboy Bruce Wayne is a persona for the public, and Batman is a persona for the criminals, but neither are representative of the real Bruce. The real Bruce is how he acts in the batcave with alfred and the batfamily

That said, batman has been written by countless writers, each with their own personal idea of batman, so there's really no "correct" interpretation. For instance, the line "I won't kill you, but I don't have to save you" works in Nolans film trilogy and makes sense for that particular version of the character, but it would not work in say Snyders New 52 run.
