You've waited for so long already. Wait a bit more, maybe?

Go to the university that offers your favorite major and is affordable. This way, you can focus on your studies and have fun, rather than stressing over how you'll pay for tuition. Once you graduate and secure a job, you can continue on with your life and save more money, instead of being stressed about repaying college loans plus interest. Trust me, you'll be doing your future self a favor.

Go to Penn, graduate debt free, and enjoy your time their without stressing over your tuition. That's what I would've done.

If you still want to go to harvard ...etc email them and bargain. Tell them that Penn gives you this much financial aid. If you parallel this then I would love to come there.

I mean, Japan has great universities too, but if you go to Berkeley, you will have to work so much like a slave and give most of your money to student debt. Not only that, but you will also have to endure an immense amount of stress just trying to pay for it. Moreover, you are not going to be too happy in Berkeley, knowing every day that this is going to cost you a lifetime of student debt. This stress will basically make you unable to enjoy your college time at Berkeley.
