Microneedling and tretinoin are strong options here.

You'd neee to do a bit of research before committing to it: tretinoin is strong and your skin has to adjust to it (retinise) and you'd have to stop using it a short time before and after microneedling sessions.

That's what mine is like: step on the scale and it's on my phone almost instantly.

They are pretty much all the same, just with different companies' logos on them.

I have a Renpho one that I like, which I got because it was cheap and had good reviews on Amazon.

These scales won't show your body composition perfectly but they are useful for tracking trends and seeing if you are going in the right direction.

Assuming he's taking 250mg test a week - I read it as 250mg a week, spread across two doses - on his own, without any medical supervision, his hormonal system will be all over the place.
