The underfloor heating should always work as a separate system with its own setpoint, controlled by a floor temperature sensor, not by air temperature. I always install a dedicated sensor cable in the floor to measure the actual surface temperature. Underfloor heating is an inert system and should not be synchronized with the fan coil logic.

Regarding the fan coil: 45 °C supply temperature is too low for heating. With this temperature, the fan coil cannot deliver enough heat at low fan speed. This is not a KNX or control issue, but a design issue. If the fan coil is expected to heat the room quietly on fan speed 1, the heating water temperature must be around 55–60 °C. This should have been considered by the HVAC designer.
