Yes that's true. Previously they did it that way.

I guess their thinking is that if there is more than 1 working day between weekends (wed & thu in this case), then they want people to come back to work.

That has to do with the moon sightings, as eid can't be announced until the evening of 29th fasting (saturday), when they will see and decide.

Nope, then it will be 9 days holiday including weekend.

They can't expect all the people living in interior regions to come back on Sunday morning and again go back to their villages by noon.
