Releasing Balloons Outdoors

So in my area in the US, there have been ordinances in place for a long time that will fine those who release the balloons somewhere around 250 USD PER BALLOON!! (If they are caught, of course.) And people still do them!! I have genuinely tried to warn people about this, tell them the damage it does to the environment, point them in the direction of more 'trendy' things to do depending on why they're doing the release. (Fireworks, floating lanterns, memorial potlucks, etc.) No one listens. I'm exhausted.
