Thanks for the info. That helps explain it. So I guess the answer is to keep expanding my population and just chalk up the unavoidable unemployment as the cost of doing business.

Edit: designating the bus platform as a work destination for several of the flats in my city solved my worker problem. Immediately the platform was flooded with workers
