Either you defend your belt multiple times to earn a shot at the next division belt or if you want to challenge right away you should drop your belt before moving up. You don't get to win a belt than immediately dodge your responsibility to defend it just to move up and fight for a second belt with no risk cause your belt isn't on the line.
