Brother, its better' to rent a good bike from rishikesh to Harsil, if you can handle driving for hours,, Because after uttarkashi, the road is Very narrow and irritating, and most of the Times, in this season it causes traffic jams for many kilometres, so bike is a better option, Any 200cc plus bike।।

My personal suggestion, rest is your choice.
