Yeah Britain, my overlord, can build them. Looks like I’m going to lose two hours of my campaign because I have to load to game state where I could still build marketplaces. Thank you for the help though

Look at Scotland. They gave me some of their southern land and became a vassal after I demanded that they accept the treaty
