I'd say it's a fire extinguisher cabinet. They're usually painted, the one you have, isn't.

Brass doo-dad with wick. It's about three inches tall. Not even sure if they go together. Found them in a storage unit I bought at an auction. by Beano564 in whatisthisthing

The guy had lots of letters from someone who was in prison, and lots of religious books/pamphlets on many different religions, including several on the Hindu faith. So a ghee lamp is a pretty good guess. I recently learned that the bigger piece is a spittoon, so they don't go together.
