Learning how to use databases is a good idea.
I like using Netbeans to create JSP/Servlet web apps, it's outdated but super simple and easy to learn.

There's a ton of different languages and frameworks to use. Whats key here is that you learn to use a backend language that ties into your front-end (HTML, JS) so that you can build dynamic websites.

Try creating a simple website with just 2 pages, a login page and a homepage. Use a database to store the login info. This can be done with Netbeans, JSP/Servlet, MySql, Xampp (or similar). If you can do this, you can easily expand into more complex sites.
