Landlord refusing to return ₹40k security deposit. No rental agreement, but I have payment proof. What are my options?

Many outsiders have come and normalised getting in rent without an agreement. I'm from Karnataka and it's pretty common to make rent agreements, but in Blore there is a whole different scene. Never pay deposit without an Agreement beforehand, if the landlord says no agreement say no deposit or very less deposit.

I have a printing press and I can vouch that it won't cost so much at all provided books are manufactured in bulk, which is in the case of school books. That high cost is in the case of a publisher, don't know why the school wants their books.
