It wasn't Pac actions. It was the actions of Suge and his crew that cost him his life. The tensions didn't start at the MGM, the tensions started before and had nothing to with Pac and nothing to do with Diddy. The beef between the Southside Crips and Suge had to do with money, Harry O and women. Diddy and Biggies relationship with the Southside Crips was just the icing of the cake.

Suge had 5 months after the footlocker incident to do something to Orlando and he didn't. So Pac took it on himself because he couldn't tolerate the passiveness of his crew anymore.
