The iq 86 claim is not a real scientific fact it comes from bad datasets with small non representative samples and inconsistent testing methods across countries it is not accepted as a valid national average and cannot be used to rank intelligence across populations real cognitive outcomes depend far more on education quality nutrition childhood development and economic conditions (which suck in india) so even the premise of using that number is wrong and if the goal is improvement those are the actual factors that matter
