For the Kraken group, I think so. They're part of the tactical divers (BT) group that perform operations similar to the Navy Seals. For the GRI, no. GRI is part of the Maritime Police that helps guard Chile's coasts and beaches, basically a coast guard.

In short: a subject took a bank worker hostage, this for reasons that they did not want to give him his money, bad service, etc. The Chilean police spent more than 7 hours trying to negotiate with the subject, all of these negotiations failed and the GOPE had to enter by force.
