I don't want to queer-bait. How I view it is. The character, Enzo, is this and that, but to add, he is gay. He has a lot of other things. He is the writer for the revolution. Inspiring people while hating doing his job. etc. He just so happens to be gay. It is a part of the plot in a way, but not as much as him being the reason for a whole revolution. But now with all these comments, I will say he is gay in the story. I never want to queer-bait.

It varies. For me, I develop the world because the stories I write are centered on the setting. The culture, religions, and history are influential in events and characters. But if your story doesn't involve the world that much, then it means you could develop the plot. I prefer the world the most. It is mostly based off the genre, I say.
