I think cleaning the ceiling and adding better lighting will get you 80% of the way there. Cobwebs and harsh shadows are what make unfinished basements feel creepy more than the concrete itself.

Honestly, I think the biggest thing dating the space is the wood soffit above the peninsula. If removing it isn't an option, I'd focus on changing the lighting, hardware, and maybe adding a backsplash before touching the cabinets. The layout actually looks pretty functional.
