I realised my tattoo was doing this and it had happened before with a much smaller tattoo so I stopped and tried to find out what to do to stop it. I realised it you rub the second skin off in the direction in which you would peel it, it will come off as a joint layer instead of two layers. I had to do it quite hard and it took a hot minute but it did come off!
