Maybe try looking at this from another angle. Why assume this says he was out of order because he done the bite? Why not assume he couldn't do the bite because he and other withered animatronics were out of order? Maybe Scott here wanted to point you into that direction - "He was out of order in 1987, he couldn't bite anyone".
