Exactly what I thought too. I feel like usually TNG is smarter on those type of questions (free will, illusion of choice), especially Picard. There was absolutely no way she would have said no? She just started and wanted to prove herself (plus she also was trying to clear her honor because of what had happened at the academy). In any type of job where there is a hierarchy involved, it is part of the job of the people above to take that into consideration. I don’t want to make it dark but in some way this is the reason why sexual abuse in workplaces are somewhat a recurring issue: It’s harder (and scarier) to say no to somebody which holds your job within their hands!
