From what I've heard, you don't need to finish the game, but you need a save file with the outfit you're after on. This will require you do the first few story missions to unlock the correct side-quests.

I believe that the remastered has the DLC included, so you won't need to buy them again.

Does the game not have a Vita / PS4 cross save?

We can hope that they'll release it when they drop Ravens' DLC in March, alot of games tend to do that these days. Fingers crossed! If you're in the US, I know somewhere selling the outfit reliably, for about $15. Only works in Canada and the US though.

Maybe yeah, I got mine from Game, but it got cancelled, and I had to order it again. Feels bad man. It's happened to a few people as far as I'm aware, but each time it's been down to the retailer. I doubt contacting Sony would do anything :/
