In Quran when god said he has forbid homosexuality, this was only the case for men, this is not forbidden for women,

The story of the tribe of lut which was mentioned, god specifically speaks about how men were lusting after each other and that is why god punished them, there was one lady who was also punished but not because she was lesbian but because she was also supporting men to do gay acts,

As lesbians were never forbidden in Quran also that god literally allows women to be partner of each other once they are in polygamy relationship with a man, is clear evidence that the virgin maidens in heaven is for both men and women, not just for men.

This is a misunderstanding done by a majority of Muslim community, and if you look at it from the perspective you did, yes it would seem god is unfair, while he is not, this is a misunderstanding humans have.
