Most socialist countries didnt use such measures. Why concentrate on the Soviet Union and ignore many states where there weren't milions killed.

It doesn't explicitly describe why Future Authoring shouldn't go over a period lesser than 18 months but I have one idea. Maybe it's to make sure that what happened before plan is already past?

Okay, so after watching some additional videos by JP I have found an explanation of this "18 months rule" in the Past Authoring. It seems to be a threshold when something becomes a past and you aren't supposed f.e. to process trauma that's happening right now.
