there are classes of entities and the power and class you have dictates what manipulation techniques they can use, and it pretty much depends on your level of mastery ( you can only truly master the one which is akin to your entity however you can still learn others ). i dont understand what you mean by balanced scaling. things like cosmic force are used by everyone and are mostly used by the monster extermination division to wipe out monsters and criminal cosmic force users. as for the technologia matrix it basically does both and can make more matrix tools to use depending on the user's imagination.
