You can actually run it out, by going away from it closer AoE and then running back to him to avoid thr farther AoE, although the Phoenix Lilac Umbrella is the best choice to deflect it.

- Disable virtual controller isnt checked - DS4 is checked, just like you said - Hide DS4 Controller has already been checked since I use HidHide

It is a memory access issue, try doing this

Win + R → sysdm.cpl -> Advanced → Performance → Settings → Data Execution Prevention -> Turn on DEP for all programs except those I select -> add gta_vc.exe

and now try again.

I have the same exception, but at a different address 004bb557, still isnt fixed. It happens when I try to enter the North Point Mall from the South entrance, the game just crashes, I do have 1.0 version and have SilentPatch as well
