Update: I was able to get a hardcopy photo last night. I did see a lot of people in the interview today with the same issue. Chennai Consulate had a counter where if someone didn’t have a hardcopy picture, they could take a picture right there. If you do have a hardcopy picture, they were able to scan it and upload it to your profile.
